Frustrated by bureaucracy and fearful of another hurricane, former residents of St. Bernard Parrish are reluctant to return to the New Orleans suburb battered by Hurricane Katrina.
A tattered U.S. flag flies at the site foundations where homes once stood. While some residents were able to take on the rough task of rebuilding their homes, recreating the community would be nearly impossible.
